Suicide Bombers in Iraq/Afghanistan

Any of the suicide bombers in the Middle East have families. If the person from that family elects to be the suicide bomber, the bomber, of course, is killed and the family gets a monetary amount because the member of their family(son/father/mother) killed a number of people as a result of their suicide bombings.

To bring that to a total halt, and if I was totally in charge, I would round up the family of that suicide bomber and kill them all. That would send a message to the suicide bomber that no longer would their families be compensated for their murderous act(s).
